Beth has over 30 years of planning, design, and construction phase project administration. Her experience encompasses airfield geometry analysis, pavement rehabilitation, reconstruction and maintenance, lighting systems, fueling systems, utility coordination, terminal and hangar buildings, roads, and FAA and State Aviation Division grant pre-application/Application/ODO preparation, and project phase grant management including reimbursement assistance.
Project Experience
Fuel Farm Upgrade and Repair Piping, Tucumcari Municipal Airport, Tucumcari, NM (2018))
Role. Beth is the project manager on this project that involved the replacement of the jet and 100 LL fuel lines for the airport. The project also includes the installation of transition sumps and other needed components to comply with current NMED fuel storage criteria.
Snow Removal Equipment Acquisition, Las Vegas Municipal Airport, Las Vegasi, NM (2017)
Role. Beth was the project manager and prepared the specifications for the acquisition of new snow removal equipment for the Las Vegas Airport. The new equipment included a chassis, snow plow and pull behind sweeper for the airport.
Reconstruction Runway 17-35 and Airport Lighting, Jicarilla Apache Nation, Dulce, NM (2017)
Role. Beth is providing design and project management services for the reconstruction of Runway 17-35. The reconstruction consists of the removal of the existing asphalt surface and a portion of the existing aggregate base course, construction of a foamed asphalt stabilized base course and new asphalt surface course. The project also includes the removal and installation of a new airport lighting system.
On-Call Airport Engineering, Jicarilla Apache Nation, Dulce, NM
Role. Beth provides on-call engineering, project management and support services for the Jicarilla Apache Nation Airport. Typical support services include preparing the annual Airport Capital Improvement Plan, updating the Airport Layout Plan, coordinating airport funding with the NMDOT – Aviation Division and the FAA, and preparing and submitting Overall Development Objectives for project planning.
Repair Pad 3 and Pad 3 Taxiway, and Taxiway H, Kirtland AFB, Albuquerque, NM (2016-current)
Role. Beth is providing design services for the reconstruction of Pad 3, Pad 3 Taxiway and Taxiway H. The reconstruction will consist of removal of the existing asphalt, rubblizing the existing concrete pavement, construction of an aggregate bond breaker course and construction of new asphalt pavement. The project includes cold planning and overlay, drainage analysis of the existing area, safety area grading, pad lighting and installation of new LED taxiway light, specifications, and construction scheduling and cost estimates.
Terminal Parking Lot Reconstruction, Tucumcari Municipal Airport, Tucumcari, NM (2016)
Role. Beth is the project manager on this project that involved removal the existing, extensively deteriorated asphalt pavement by milling, and reconstruction of existing base course layers and construction of three inches of new asphalt pavement. Work includes drainage and utilities.
Motor Generator System and Automatic Transfer Switchgear, Tucumcari Municipal Airport, Tucumcari, NM (2016)
Role. Beth is the project manager on this project that involved the acquisition and installation of a new emergency generator and transfer switch for the airport lighting.
Terminal Apron Reconstruction, Aztec Municipal Airport, Aztec, NM (2016)
Role. Beth is the project manager on this project that involved removal the existing, extensively deteriorated asphalt pavement by milling, and reconstruction of existing base course layers and construction of three inches of new FAA-specification plant-mix bituminous pavement. Work includes construction of a new connector taxiway, apron tie-downs and markings.
Design Repair Apron B, Kirtland AFB, Albuquerque, NM (2015)
Role. Beth provided design services for the overlay and reconstruction of a portion of Apron B at Kirtland AFB. The new pavement section consists of 5in. of asphalt on 14in. of aggregate base course with a 36in. compacted subgrade. The project includes cold planning and overlay, drainage analysis of the existing apron, specifications, and construction scheduling and cost estimates.
Relocate Beacon, Route 66 Airport, Santa Rosa, NM (2015-2016)
Role. Beth completed design for the replacement of the rotating beacon, and concrete apron joint sealing at the Route 66 Airport The project involved in-removal of the existing beacon, installation of a new beacon and 35-ft tip-down pole, and removal and replacement of the existing joint sealing material on the concrete apron.
Design Taxiway to Pad 5, Kirtland AFB, Albuquerque, NM (2014-2015)
Beth was project manager responsible for providing engineering design services and construction documents for the redesign of a75ft x 2500ft taxiway. The project included airfield pavement markings, taxiway lighting, drainage improvements, and paved vehicle access for law enforcement. The project included designing the typical sections for the taxiway and vehicle access, the preparation of quantity take-offs and cost estimates.
New Heliport, Mountainair, NM (2015)
Beth provided design, project management services for the construction of a new heliport at the Mountainair Municipal Airport. The new heliport will provide support services for emergency medical evacuations for the Town of Mountainair. The project included design of a concrete pad to support a 30k helicopter, lighting, NAVAIDS, grading and drainage, specifications and cost estimates.
Andrew Othole Memorial Airport, Pueblo of Zuni, NM (2014-current)
Beth is providing design and project management services for the replacement of the existing Zuni Blackrock Airport, which is land-locked and cannot be expanded. The new airport consists of a 75ft x 6000ft runway, taxiways, apron and access road. The project includes fencing, runway and taxiway lighting, NAVAIDS, grading and drainage plans, typical sections, and the preparation of quantity take-offs and cost estimates.
Route 66 Airport, Santa Rosa, NM (2014)
Beth completed design for the reconstruction of Runway 8/26 at the Route 66 Airport. The runway had deteriorated to such an extent a complete pavement reconstruction was required. The project involved in-situ reclaiming of the existing asphalt surfacing and base course into the sub-grade layer, new FAA specified base course and asphalt surfacing, and relocation of the existing edge lighting.
Four Corners Regional Airport, Farmington, NM (2014)
Beth completed the design and construction of a porous friction course at the Four Corner Regional Airport. WHPacific also completed the reconstruction of Taxiway B, animal control fencing, reconstruction of the short term parking lot, and the reconstruction of Taxiway A. In addition, WHPacific provided design and construction services for the removal of a portion of Taxiway D that had been identified as a “hotspot” by the FAA Aviation Safety Team.
Dallas Executive Airport Reconstruction Runway 13-31 and Connector Taxiways, Dallas, TX (2012)*
Beth was project manager responsible for preparing engineering design plans for the reconstruction of Taxiways A, A1-5, and B-2, and the removal of Taxiways B-1 and B-3. The project included grading drainage plans, typical sections, pavement removal plans and the preparation of quantity take-offs, cost estimates and specifications.

Beth was project manager responsible for preparing engineering design plans for the Terminal B and E Renovation projects. The project includes designing traffic control, curbside signage, water and wastewater, grading and drainage plans, and airfield pavement markings plans.

Beth served as project engineer responsible for preparing engineering design plans for the Terminal B North Stinger. The project included water and wastewater, and sub-surface drainage plans and details, and shoulder drains and details.
Meacham International Airport West Parallel Taxiway, Fort Worth, TX (2012)*
Beth worked as project manager responsible for developing project layout, safety plans, and phasing/construction sequence for approximately 3,300 linear feet of continuously reinforced concrete taxiway. This 90-foot wide partial parallel taxiway will be located at the southwest side of Runway 16/34. In addition, responsibilities included providing all plans and specifications related to joint layouts and striping plans.
